What the zoning tells you

Zoning says what a plot may be used for. Burgenland spells it out rather than coding it: the plan says "Bauland - Dorfgebiet", not "10002". The province maintains 79,744 zoning areas, and 146 distinct classes actually occur among them. Not one of them is left without a text.

Village building area (Dorfgebiet)
The most common building zone in the province, 8,567 areas. Housing and farming explicitly side by side: your neighbour may run a farm here, with animals, machinery and harvest hours. If you are looking for quiet, read this line twice.
Residential building area (Wohngebiet)
7,975 areas, just behind the village zone. Housing is the purpose; businesses are allowed only where they do not disturb it.
Mixed building area
3,851 areas. Housing and commerce on equal footing. A business may be noisier here than in a residential area.
Centre and retail area
The village centre and the retail locations: shops, restaurants, offices and housing. The centre zone is the densest the province knows.
Commercial and industrial area
For production, storage and trade. Housing is not envisaged, and an industrial zone tolerates considerably more disturbance than a commercial one.
Development-pending area (Aufschließungsgebiet)
Zoned as building land and still blocked: building is only permitted once the municipality declares the site serviced, meaning road, sewer and water are in place. 1,331 areas province-wide, by far most often residential (787).
Green land (farmland, forest, gardens)
Most of the province. Agricultural green land alone accounts for 21,521 areas, 27 per cent of all zones, forest for a further 10,908. Building is generally not permitted here.
Wind turbine
A zoning class of its own with 529 areas. Burgenland is Austria’s wind province, and the plan shows it: the sites are zoned, not merely tolerated.
Recreation and tourism area
762 areas for recreation or tourism facilities, most of them around Lake Neusiedl. A flat there is often not a primary-residence property.

Burgenland plans are plot-accurate. Roads are therefore zones of their own, and an address point easily lands on the carriageway in front. We therefore search a radius of roughly 30 metres for the adjoining building area instead of reporting "municipal transport area". Measured: without that radius, a bus-stop coordinate in Eisenstadt returns the road three times out of three.

Zoned and still blocked

The Burgenland special case is the development-pending area. The plot carries a full building-land zoning, for example "Aufschließungsgebiet - Wohngebiet", and is nonetheless not buildable: the municipality must first declare it serviced, once road, sewer and water supply are in place. Until then it is building land on paper. 1,331 areas in the province carry this zoning, 787 of them as residential.

We evaluate that, and separately in both directions. For the question "what kind of area is this" a development-pending area counts as what it will become, so residential, village or commercial. For the question "may I build here" it explicitly does not. On top of that comes the deadline: 2,071 areas province-wide carry one in the plan, and if it expires without servicing, the zoning can lapse. Anyone buying a development-pending area is buying a date.

Plot-accurate
The plans follow plot boundaries. Roads and watercourses are therefore zones of their own.
Whole province
The province maintains the plans of all 171 municipalities, from Lake Neusiedl to southern Burgenland.

The service names the zoning in full. Of the 146 classes that occur in the stock, not one is left without a text.
Pending servicing means: not yet
A development-pending area is zoned building land that may only be built on after the municipality declares it serviced.

What does village area mean, and why does it appear so often?

In a village area housing and farming are explicitly envisaged side by side. Your neighbour may run a farm there, with animals, machinery and work at harvest time, and that is not an exception but the purpose of the zoning. In Burgenland the village area is the most common building zoning of all with 8,567 areas, ahead of the residential zone with 7,975. Anyone expecting quiet should take that line seriously.

The plan names the area type alongside, for example "Aufschließungsgebiet - Wohngebiet". The province maintains 1,331 such areas. Many additionally carry a deadline: if it expires without servicing, the zoning can lapse.

Why does the map show a transport area at my address?

Because the plan is plot-accurate and an address point often sits on the road in front. We therefore search a radius of roughly 30 metres for the adjoining building area and show that. If you tap in the middle of a road, the transport area is still the right answer.

Why is there a separate zoning for wind turbines?

Because Burgenland is Austria’s wind province and the sites are fixed in planning rather than approved case by case. The plan carries a class of its own for it, with 529 areas. For a housing search that is useful information: where such a zone lies in the neighbourhood, it is in the plan and not in the listing.

Does this also work outside northern Burgenland?

Yes. The provincial service covers every municipality, so the Seewinkel, central Burgenland around Oberpullendorf and southern Burgenland around Oberwart, Güssing and Jennersdorf as well.

Is this information legally binding?

No. We display the open data of the Province of Burgenland in an understandable form. The municipal zoning plans themselves are what is legally binding, and for a specific project the municipality’s ruling is what counts.
