Whether and how high you may build is decided by the zoning plan, not by the seller. Green land stays green land, even if the listing says "expected building land": a planned rezoning is a hope, not a building right.

Burgenland maintains the zoning plans of all 171 municipalities and spells them out rather than coding them. Enter an address and you see what is zoned there, with conditions and deadline. For a plot that is the single most important piece of information, because the Burgenland speciality is the development-pending area: zoned building land that may nonetheless not be built on.
Statistics Austria evaluates the purchase contracts for undeveloped building land, and for this province it does so without gaps: all 46 municipalities in the market have a value of their own, none is missing. The median is 142 euros per square metre. The city of Eisenstadt comes to 310, the district of Mattersburg to 102, and that difference is the real information.

Water, sewage, electricity and access cost money when they are missing. Some municipalities charge five-figure development contributions. Ask before you negotiate the price, not after.
Buildable area, building class and construction type limit what fits on the square metres. A large plot with low density often carries less house than a smaller one in a higher building class.
On top of the price come 3.5 per cent land transfer tax and 1.1 per cent land register fee, plus the contract and, if an agent is involved, their commission. On a plot of 400,000 euros that is roughly 25,000 to 40,000 euros.
Slope, groundwater and contamination make foundations more expensive. A soil survey before the purchase is cheaper than a surprise in the pit.

Within the market that is the third-highest value: Neusiedl am See at 378 and Oggau am Neusiedler See at 362 sit above it. The median across all 46 municipalities in the market is 142.
In the Rosalia hills and the south-west of the Mattersburg district. Sieggraben sits at 39 euros per square metre, Sigleß, Krensdorf and Pöttelsdorf at 72, Rohrbach, Loipersbach, Baumgarten and Draßburg at 73. The district of Mattersburg comes to 102 euros overall and is the cheapest in the market.
Because a second market is bidding there. The nine lakeside municipalities in the market sit almost solidly at the top: Neusiedl am See 378, Oggau 362, Breitenbrunn 298, Jois 263, Winden 259, Donnerskirchen 240, Rust 234, Purbach 221. The provincial plan carries separate zonings there for recreation and tourism facilities, 762 areas across Burgenland. Building there means competing with more than primary residences.
It is zoned building land that may nonetheless not be built on. The block only lifts once the municipality declares the site serviced, meaning road, sewer and water supply are in place. The province maintains 1,331 such areas, 787 of them residential, and 2,071 areas additionally carry a deadline. If it expires without servicing, the zoning can lapse. Anyone buying a development-pending area is buying a date, not a plot.
On top of the purchase price come 3.5 per cent property transfer tax and 1.1 per cent land register entry, plus contract drafting and any agency commission. Municipal servicing contributions can add further five-figure amounts and belong before the price negotiation, not after. For a 600 square metre plot in Eisenstadt, the land alone comes to roughly 186,000 euros.
