What the zoning tells you

Zoning states what a plot may be used for. It decides whether you may live there, run a business there, or build at all, which makes it the first question before any purchase or change of use. The map groups the official classes into these categories:

Mixed & retail
Mixed building area and business district. Housing and non-disruptive commercial use side by side, retail and hospitality expressly intended.
Industrial
Operational and industrial area. Intended for production, storage and workshops; classic retail is often restricted.
Residential
Residential area. Office, practice or a small local shop are usually only possible on the ground floor and only as non-disruptive uses.
Green & protected
Recreation, protection and park protection areas. Not zoned as building land, so building is generally not permitted.
Other
Special-use and transport areas. What is permitted depends on the specific designation.

An example: "GB Bauklasse III" means mixed building area, building class III, so up to four storeys. The map shows the code, the field next to it spells it out.

Building class and building type

In Vienna the building rules sit in the same plan document. The building class caps the height (I to VI, plus special forms), the building type states whether closed, semi-detached or open development is allowed.

Both appear in the "Building rules" field wherever the plan holds them for that area. What exactly follows for a single plot is set out in the city’s plan document.

Limits of this map

Generalised
Vienna publishes zoning as a generalised map. It shows the zone, not the plot boundary to the centimetre.
City only
The plan ends at the city boundary. Surrounding municipalities follow provincial law with their own plans.
Data currency
The service returns the currently published state. Ongoing amendment procedures are not visible in it.
Not legal advice
For building projects, rezoning and operating permits the authority decides, not this presentation.

How do I find the zoning for a specific address?

What is the difference between the land-use plan and the development plan?

The land-use plan states what an area may be used for, the development plan states how you may build on it. Vienna combines both in one plan document, which is why we show zoning and building class together.

May I run a shop in a residential area?

Usually only as a non-disruptive use and mostly on the ground floor. Hospitality is generally not intended in purely residential areas. What is permitted in an individual case is decided by the authority on the basis of the plan document.

Is this information legally binding?

No. We show the City of Vienna’s official open data in plain language. The plan and plan document are legally binding, and for a specific project the building authority’s statement counts.

Can zoning be changed?

Yes, through a procedure of the city council. Such procedures take time and only appear in the published map once they are complete. You should not count on an expected rezoning when buying.
