Whether and how high you may build is decided by the zoning plan, not by the seller. Green land stays green land, even if the listing says "expected building land": a planned rezoning is a hope, not a building right.

The most expensive land in Austria is in Tyrol, and not in the provincial capital: Reith bei Kitzbühel reaches 2,742 euros per square metre, Kitzbühel itself 2,617. In the Defereggen valley in East Tyrol the same square metre costs 61 euros. Two figures, one province.

Statistik Austria evaluates the purchase contracts and reports an average in euros per square metre for each district and municipality. These are prices actually paid, not asking prices. All 9 districts are listed in full: the city of Innsbruck reaches 1,051 euros, ranking 5th of all 105 Austrian districts, while East Tyrol and the district of Lienz sit at 148.
Shown are the 12 most expensive of 277 Tyrolean municipalities with a value of their own. The middle across all of them is 345 euros per square metre; the cheapest sit at 61.

An asking price is naturally higher, and a single plot can deviate widely through location, size and zoning. In the district of Kitzbühel the district average of 789 euros is close to meaningless: its most expensive municipalities exceed 2,000.

Water, sewage, electricity and access cost money when they are missing. Some municipalities charge five-figure development contributions. Ask before you negotiate the price, not after.
Buildable area, building class and construction type limit what fits on the square metres. A large plot with low density often carries less house than a smaller one in a higher building class.
On top of the price come 3.5 per cent land transfer tax and 1.1 per cent land register fee, plus the contract and, if an agent is involved, their commission. On a plot of 400,000 euros that is roughly 25,000 to 40,000 euros.
Slope, groundwater and contamination make foundations more expensive. A soil survey before the purchase is cheaper than a surprise in the pit.
In the district of Kitzbühel. Reith bei Kitzbühel tops the list of all Austrian municipalities at 2,742 euros per square metre, followed by Kitzbühel at 2,617 and Aurach and Jochberg at 2,100 each. The city of Innsbruck sits well below at 1,051.
In East Tyrol. The district of Lienz stands at 148 euros per square metre, individual municipalities in the Defereggen valley at 61. That is one forty-fifth of the peak within the same province.
In the zoning plan of the municipality, published by the province. We do not yet have our own zoning tool for Tyrol, unlike Vienna, Graz, Salzburg and Upper Austria. The binding information comes from the municipality anyway.
That a rezoning is expected but not decided. Legally it is green land: you may not build there. Whether and when the rezoning comes is decided by the municipality, not the seller.
3.5 per cent land transfer tax, 1.1 per cent for the land register entry, the contract drafting and, where an agent is involved, their commission. Together that is usually 6 to 10 per cent of the purchase price.
