Housing subsidies in Burgenland

Burgenland lends for a new home over 30 years at 0.9 per cent, and it adds up to 15,000 euro if the municipality is losing people. That is the unusual part: the subsidy is higher exactly where property is cheapest, and both figures come from the same north-south divide.

Two limits, not one

Most provinces set an upper income limit. Burgenland sets an upper AND a lower one: too much income and there is no subsidy, too little and there is none either, because the province wants to see that the loan can be serviced. Both are checked against the household, and the upper limit is the net income of the previous calendar year.

Note the jump between one and two persons: 48,400 to 82,500 euro, a good 70 per cent more. From the second person onwards it rises by only 1,650 euro per head. A couple therefore has by far the most room, a large family barely more than a couple.

Income limits at the province

The bonus that decides the sum

On top of the basic loan the province adds fixed amounts, and one of them is unusual: it depends on whether the municipality has been losing inhabitants. The observation period is the last five years according to Statistics Austria.

The gap-closing bonus has two conditions that are easy to miss: an adjoining residential building within a 70-metre radius of the centre of the new build, and the plot must have been zoned as building land before 1980. The gap-closing bonus is 100 euro per square metre of eligible area up to 20,000, the replacement new build 35 per cent of recognised costs up to 16,000. Whatever the bonuses add up to, the subsidy may not exceed 70 per cent of total construction costs, and at least 10 per cent must be your own money.

Floor area: a corridor, not a ceiling

The province subsidises a range rather than a maximum. Below 50 m² per unit there is nothing at all. Between 60 and 150 m² is the intended corridor. Above 150 m² the subsidy falls by 1 per cent for every additional square metre, and from 250 m² it stops entirely. Building large therefore costs twice: in construction and in the subsidy.

Wohnbeihilfe: the second instrument

The Wohnbeihilfe is the monthly one, for tenants whose housing costs are unreasonable relative to their income. It is a grant, not a loan, and it is not repaid. The province publishes the mechanics but not the full table behind the calculation, so what follows is what is documented.

At 70 m² of eligible area the ceiling is therefore 350 euro a month, and that is the maximum, not the rule. What you actually get depends on income and on the reasonable housing cost, and the province does not publish that table.

Why the bonus and the price point the same way

The population bonus is highest where people are leaving, and that is the south. Our own measurement of the official transaction prices shows the same gradient: these are the median prices per district that Statistics Austria computes from purchase contracts 2021 to 2025 for flats.

Between the dearest and the cheapest district lies a factor of 2.3, and the axis is the railway to Vienna. At 1,570 euro per square metre the median is the lowest of all nine provinces. A 15,000 euro bonus therefore buys almost ten square metres in the south, and under four in the north.

How to apply

  1. Check both income limits for your household size against the net income of the previous calendar year.
  2. Have the municipality confirm whether it falls into a population-decline band, and check the year the plot was zoned if you want the gap-closing bonus.
  3. Prove at least 10 per cent of the total construction costs as your own funds.
  4. Submit the application to the provincial government, department 9, housing subsidy section, in person, by post or by e-mail.

Three things people get wrong

That earning too little is not a problem
It is. Burgenland has a lower limit as well, from 1,100 euro a month for a single person up to 1,870 for four. Without it there is no loan, because the province wants the instalments to be serviceable.
That the bonuses are added on top without limit
They are capped twice: the subsidy including every bonus may not exceed 70 per cent of total construction costs, and you must bring at least 10 per cent yourself.
That a bigger house means a bigger subsidy
Only up to 150 m². Above that the subsidy shrinks by 1 per cent per square metre, and from 250 m² there is none.

How much does Burgenland lend, and at what interest?

Does the Wohnbeihilfe apply to a privately rented flat?

Yes, it is aimed at tenants whose housing costs are unreasonable relative to their income. It is capped at 5 euro per square metre of eligible area, and nothing under 10 euro a month is paid out. Eligible area is 50 m² for one person, 70 m² from two, plus 10 m² per child.

Can I combine both?

They serve different purposes: the Wohnbauförderung is a loan for building or buying, the Wohnbeihilfe a monthly grant towards ongoing housing costs. The province handles both in department 9, but the conditions and the applications are separate.
